The Federal Reserve Bank of Cleveland supports the US Department of Treasury(Treasury) in key business lines related to revenue collection across the Federal government. As a result of the recently announced Fiscal Agent Consolidation plan, our eGovernment department will grow in the coming years as new business is consolidated into the Bank.
We are currently seeking a Project Manager for transitioning the Central Account Processing (CAP) business line into the Federal Reserve Bank of Cleveland. This business line is responsible for the development, operation and maintenance of two systems; the Treasury Cash Management System (TCMS) and the Direct Voucher System (DVS). TCMS is the system for transferring government deposits made at commercial banks into the Treasurer's General Account. DVS is a new system under development whose primary purpose is to capture and report voucher information for transactions that are not reported directly from channel applications to the existing information repositories. This system will facilitate reconciliation of the book (information) cash versus bank (money movement) cash view for the TGA.

Essential Accountabilities:
Assists the Transition Manager in the planning and implementation efforts to transition the CAP business lines into FRB Cleveland over the next 3 years, working closely with FRBs Boston and Richmond to ensure smooth transition of services and systems with timely resolution of issues.
Coordinates project team and responsibilities and ensures all Treasury and Federal Reserve transition documentation is completed in the required timeframes.
Work with Transition Manager to develop strategic and tactical plans for the CAP business, including short and long term objectives in support of treasury's strategic direction. Ensure business plans, budgets and staffing plans are in alignment with these plans.
Develops and updates project plans, tracks project milestones, critical path activities and project budgets.
Manages risks associated with project including: quality and timeliness of deliverables, budget considerations, etc.
Build and maintain productive working relationships with peers at the US Treasury and FRBs Boston and Richmond.
Performs other duties as assigned or requested.
Adheres to the Bank's attendance policies through regular and prompt attendance.
Requires following vaguely defined procedures. Decisions are consistently made within reason and affect the work group or department.
Qualifications:
Bachelor's degree in Business, Accounting or related field.
Project Management Professional Certification (highly preferred).
Strong understanding of Accounting and operational processes.
7-10 years of managing large scope projects
Excellent interpersonal skills.
Ability to perform in a matrix organizational structure.
Ability to work under pressure and meet changing deadlines.
Ability to identify and manage project and operational risks.
Strong Analytical and technical skills.
Employees typically sit most of the day, work with a computer and may answer/respond to phone calls. Physical movement consists of walking for meetings, breaks, etc. Ability to lift items weighing approximately 20 pounds on a limited basis is required. Employees may be required to travel by car/air.
U.S. Citizenship required.
