Serves as a Systems Accountant responsible for providing requirements analysis, evaluation and maintenance of plans and programs in support of the General Fund and Cash Systems for all DFAS Accounting Operations.
Reviews and advises on systems requirements and change requests for primary automated General Fund and Cash systems to meet changing requirements or comply with new legislation.
Participates in the design, testing, evaluation, implementation, review, maintenance an dmodifications of major automated financial systems or subsystems.
Identify system weakness and develops recommendations to improve effectiveness and efficiency.
Assists in the development of operating procedures related to systems or security issues.
Basic Requirement: To qualify for this position you must meet one of the basic requirements described below.
Completion of all requirements for a bachelor's degree in accounting from an accredited college or university; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

Experience: at least 4 years of accounting experience or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses, which may include up to 6 hours of business law, OR a certificate as a Certified Public Accountant or Certified Internal Auditor.
In addition to meeting the basic requirement, qualified applicants must possess:
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: applying professional knowledge of accounting principles, policies, and procedures in the development, design, revision, and evaluation of automated accounting systems and subsystems to support an assigned area.
Examples of qualifying specialized
Experience: providing support to a diverse group of internal and external customers utilizing knowledge of accounting systems and accounting practices, participation in developing and maintaining user guides and procedures, analyzing user requirements, and testing software releases, assisting in the development, design, and implementation of an accounting system.

Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. SUBSTITUTION OF EDUCATION FOR SPECIALIZED
Experience: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. Accounting Concepts, Policies and Principles - Apply federal accounting standards, fiscal law, policies, regulations, principles, standards, internal controls and procedures to financial management activities.
Financial Management Systems - Utilize integrated federal financial management systems and sub-systems to extract data, identify and resolve system problems, and maintain data integrity.
Accounting Analysis - Analyze, evaluate and review accounting data and reports using business tools and applications, and performance metrics to provide recommendations.
Communication - Ability to communicate effectively orally and in writing.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
