Alcyon Technical Services, located at NASA Glenn Research Center (GRC), is recruiting for Technology Manager to provides technology management expertise and services in support of the Technology Transfer Office (TTO) in the areas of technology assessment, licensing assistance, partnership and new business development, technology marketing, technical writing, and reporting for NASA GRC.
Duties and
Responsibilities:
Technology Assessment Participate in the review of all new technology disclosures received.
Identify and evaluate inventions including comparisons against existing state-of-the-art technologies and products.
Participate in the monthly technology invention disclosure and patent review process.
This requires technical and commercial review of invention disclosures and patents including technical feasibility assessment, market applicability and characterization, and evaluation of commercialization potential.
The work includes interviews of inventors, primary and secondary market research, synthesis, drawing conclusions and making recommendations on protecting and commercializing intellectual property.
Requires full participation in the evaluation of each invention disclosure received at the Center, whether from contractors, grantees, or civil service for future action.
Licensing Assistance Develop strategies to enhance licensing of NASA GRC technologies.
Support the TTO in pursuit of potential licensees and business partners to develop and commercialize NASA GRC technology.
Evaluate license applications, including commercialization plans, financials, etc.
Conduct thorough analysis of commercialization plan, considering technical feasibility, market entry/accessibility, development timelines and milestones, and reasonableness of financial plan.
Prepare documentation to justify acceptance of offer or recommend counter offer, and key point for negotiation.
(Pre-negotiation strategy and memorandum).
Support the Center Licensing Manager in preparing specific negotiation strategy(ies) and recommend license terms for commercial license applications.
Partnership and New Business Development Serve as a technology manager working to prospect for new business opportunities.
Specifically, serve as technology manager for potential licensees of NASA GRC patents, patent applications, and other intellectual property as appropriate.
Support TTO-led activities.
Support development of collaborative efforts undertaken by OTII to develop strategic partnerships for GRC.
This shall range from technical writing, company visits, coordination with other NASA Centers and OTII staff and contractors, drafting, and review of marketing materials.
This includes interfacing with the NASA Headquarters Program Executive, GRC's Office of the Chief Technologist (OCT), GRC's Office of Technology Innovation and Incubation directorate (OTII), other NASA centers, and other government agencies when appropriate.
Technology Marketing Assist in the development of marketing plans for Center intellectual property, which could be either unique IP or groupings of IP, including coordination with associated external organizations working with TTO.

Support implementation of marketing plans (whether developed internally or externally) as required.
This could include attendance at industry trade shows and/or technical conferences; writing, mailing, and/or proactively calling on businesses; preparing market collateral; giving talks or webinars, or supporting same.
Technical Writing Participate in technical writing tasks for OTII, including assistance in drafting award nominations, technology solution sheets, website language, and other marketing collateral as appropriate; includes identifying appropriate graphics or images to illustrate technology potential, value, or description.
Reporting/Other Participate in TTO's regularly scheduled meetings to provide summaries and updates of activities, discuss leads and strategies for licensing, provide input on open issues, agency (tech transfer) program goals, agency (tech transfer) program tactics and coordination; and provide other input as requested.
Input/update data into the NASA Technology Transfer System (NTTS) database.
Generate reports from database as requested/required.
Attend other meetings per request.
Travel as required and approved.
Support In-Reach/Out-Reach Activities as needed.

Bachelor's Degree in Engineering or equivalent.
Experience:
Candidate must have engineering exposure with a minimum of 7-8 years of experience in technology development, technology transfer, technology commercialization, and/or technology management.
Individual must have the ability to absorb technical material in a short period of time.
Have a good understanding of scientific and mathematical concepts.
Must have technical writing experience and special knowledge in fields related to expertise.
Skills:
The position requires a unique combination of broad, general knowledge of engineering and scientific concepts, and good business sense.
General engineering skills coupled with specific business skills in the areas of technology and market assessments, strategizing technology development investments, and partnership development activities.
The ability to identify, evaluate and classify the technologies developed at GRC is required.
This may include:
technology assessments against state-of the-art technologies; market assessments against product abilities currently in the marketplace; and/or an analysis of existing competition in a particular market or technology area.
Strong organization and communication skills are required to keep all parties informed of the results of these assessments, and to keep all parties apprised of activities throughout the partnership development process.
A proven track record in strategizing the co-development of technologies, including identification of commercial partners willing to share development costs, and definition of appropriate near-term development activities, shall be demonstrated.
Experience in licensing technologies is desired.
Strong abilities to coordinate and collaborate with multiple organizations in the diverse aspects of partnership development shall be demonstrated.
Strong project management skills are required to ensure performance to cost, schedule, and technical milestones.
Possess specific knowledge and industrial contacts in relevant industries.
The ability to adapt to quickly changing environments and have extemporaneous thinking and presentation skills.
The ability to identify critical technology gaps and build partnerships with potential customers, external experts, and potential collaborators to fulfill technical needs.
The ability to establish market need, technical feasibility, and business case leading to a collaborative development platform.
The ability to review technology for technical feasibility, manufacturability, commercial relevance, and market potential.
The ability to identify technology areas for strategic investment.
The candidate must possess strong customer service and organizational skills, be able to multi-task, and have the ability to work independently.
Must have the ability to analyze information, prioritize work, and follow through to meet deadlines.
Ability to adjust priorities to meet new requirements or unforeseen situations is a critical asset.
Must demonstrate a professional demeanor and have the ability to interact professionally with internal and external partners.
General knowledge of the mission direction of NASA and the programmatic areas assigned to GRC is desired.
Must be able to travel periodically.
