Program Analyst

Reviewing, analyzing, and disseminating a variety of data reports that include, but not limited to consult management, incomplete encounters, unlinked notes to consults, and schedule utilization. Generating, reviewing, analyzing and reporting appropriate capacity and demand data within individual clinics via a variety of data sources and reports. Assisting in the development of backlog reduction plans to ensure that patient access goals are met. Providing clinical business meeting data to ensure that patient access, operational efficiency, scheduling, productivity and other goals are met. Assisting Section Chief, Supervisor, Administrative Officer and facility Group Practice Manager in developing and executing a viable contingency plan, including application of policy and processes within each clinical service. Presenting recommendations and/or directly facilitate resolution for issues related to clinical section space, staff and equipment needs. Promoting and enforcing compliance with access targets, performance measures, performance metrics, policies, etc. Reviewing clinic profiles on a regular basis and update as appropriate. Completing special projects that may include section or task specific knowledge or resources internal or external to the origination to sufficiently complete these projects. Supplying clinical section data, technical and other resource needs in compliance with medical center, VISN and VACO expectations and goals. Providing support and assigned tasks related to the outsourcing and non-VA care programs. Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note:

Specialized
Experience:
Must have at least one year of specialized experience equivalent to the GS-07 level in the Federal service. Specialized experience is defined as experience which equipped you with the knowledge, skills, and abilities required to perform successfully the duties of the Program Analyst, and that is typically in or related to the work of the position. Examples of specialized experience would typically include, but are not limited to:
Applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. Monitoring and updating reports. identifying, analyzing, and recommending solutions to problems in organizational structure, staffing, administrative procedures, work processes, or workload distribution. Making recommendations based on analysis of statistical data for process improvement. Organizing and scheduling meetings. Communicating with groups in and outside the organization. Developing, implementing and maintaining training guides for staff. Planning special projects and creating new reports to ensure adequate monitoring of the quality improvement process. Interpreting and analyzing data or other information. Maintaining computerized databases or information tracking systems. Coordinating program activities to include equipment requests, contract procurement, clinical utilization or other service-level activities. OR Education:
Must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree or an LL.B. or J.D., if related to the work of this position. (TRANSCRIPTS MUST BE SUBMITTED) OR Combination:
A combination of education and experience to qualify at the GS-09 level. This can be determined by adding total qualifying experience as a percentage of the required experience and education as a percentage of the total required. The total percentage must equal 100 percent. For example, the position to be filled is a Program Analyst, GS-0343-9. An applicant has 6 months of specialized experience equivalent to GS-7 and 1 year of graduate level education. The applicant meets 50 percent of the required experience but none of the required education, since he or she does not have any graduate study beyond that which is required for GS-7. Therefore, the applicant meets only 50 percent of the total requirement and is not qualified for the position. (The applicant's first year of graduate study is not qualifying for GS-9.) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. The work is primarily sedentary, although some slight physical effort may be required.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
