The VA Northeast Ohio Healthcare System is recruiting for a Public Affairs Specialist (Social Media & Internal Communications). The Public Affairs Specialist will function in External Affairs Service. The Public Affairs Specialist duties include:
Managing The VA Northeast Ohio Healthcare System's public website and social media outlets such as Facebook, Twitter, video blog, etc. Writing content, editing, and formatting text from other sources for websites and social media outlets, posters, handouts, and print publications. Employing current web-based industry standards and page-design techniques to ensure outlet content is visually appealing. Responding directly to emails from the website and postings to social media sties, and maintaining responses to frequently asked questions to streamline responses for future questions. Ensuring internal and external websites and social media outlets contain the most up-to-date and accurate information in compliance with VA directives. Planning, designing, and maintaining the electronic graphics for distribution online and in various publications. Developing and executing publicity plans to connect VA to the local, regional, and national communities. Manage the internal communications initiatives to include producing the recurring employee newsletter, promoting employee news and accomplishments across available mediums, and maintaining the intranet homepage. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization to qualify for the GS-09. Examples of specialized experience would typically include, but are not limited to:
Writes news articles, speeches, or press releases; Contacts others orally and in writing to obtain information; Questions, interviews, or confers with others to obtain or verify information; Prepares materials for (for example, determines layout and design of materials, selects illustrations, recommends methods of reproduction or binding); Serves as a primary point of contact for a specific subject area; Takes or develops photographs; and Searches for and extracts information from files, documents, reports, publications, recordings, or other materials. Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a Master's or equivalent graduate degree or 2 years of progressively higher level graduate education leading to such a degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of Public Affairs Specialist. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study. OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education at the GS-07 level. This will be computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify. You may qualify based on your experience and/or education as described below at the GS-11 level:

To qualify based on education for this grade level you must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. Combinations of successfully completed post Master's Degree education and experience may be used to meet total qualification requirements for the GS-09 level, and may be computed by first determining your total qualifying experience as a percentage of the experience required for the grade level; then determine your education as a percentage of the education required for the grade level; and then add the two percentages. The total percentages must equal at least 100 percent to qualify for that grade level. The physical requirements of this position are usually performed at a desk or in meetings. Incumbent maybe required to periodically gather photos at various indoor and outdoor locations and events, carrying approximately 5 pounds of digital photo equipment. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
