Human Resources Specialist

If selected for this position, you will join a well-respected Human Resources team in the Administrative Division of the U.S. Attorney's Office, Northern District of Ohio, providing human resources management services to employees and managers. At the full performance level, you will provide a variety of human resources management services in two or more functional areas:
recruitment and placement, position classification, employee relations and performance management, employee benefits, compensation and leave, and human resources development. Duties include:
Providing management with a wide range of flexible and innovative strategies in administering staffing and placement activities in the District. Performing position analysis to determine organizational requirements Determining recruitment strategies and posting job announcements Reviewing applications and applying qualification standards Providing advice and assistance on performance management Providing assistance in the administration of benefits programs Administering guidance on pay and leave Identifying training and development needs Conducting evaluations of human resource program operation. Responsibilities will increase and assignments will become more complex as your training and experience progress. GS-7:
To be eligible at the GS-7 level, you must meet at least ONE of the following conditions, as defined below:
Specialized Experience, Education, OR a combination of Education and Experience. Specialized
Experience:
One full year of specialized experience equivalent to the GS-5 level. Specialized experience is defined as experience in performing administrative work which demonstrates a basic knowledge of human resources. Examples of specialized experience include:
assisting senior HR specialists with recruitment actions; processing pre-employment packages; conducting onboarding of new employees; preparing and entering personnel and payroll actions into HR database; performing human resources records management duties; and, providing a general overview on Federal benefits. OR Education:
Successful completion of one (1) full year of graduate level education (18 semester hours or the number of units your school uses to describe one graduate year of academic study) leading to a master's degree; or LL.B. or JD; which demonstrates the knowledge, skills, and abilities necessary to perform the duties of a Human Resources Specialist, OR a bachelor's degree with superior academic achievement. OR Superior Academic Achievement:
A full four year course of study leading to a bachelor's degree (or expect to complete within 9 months) and meet one of the following superior academic achievement provisions:
(1) class standing in the upper one-third of the graduating class; (2) a grade point average (GPA) of 3.0 or higher as recorded on the official transcript, or computed based on courses completed during the final two full years of the curriculum; (3) a GPA of 3.5 or higher based on the required courses completed in the major field or the required courses in a major field completed during the final two years of curriculum; or (4) election to a membership in a national scholastic honor society. OR Combining Education and
Experience:
Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, a combination of specialized experience and graduate-level education as described above, which when combined equal 100% of the requirements. To calculate your percentage of graduate education, first determine the total number of graduate hours then divide the total number of your graduate semester hours by 18 (or your school's definition of one year of graduate study). To calculate your percentage of qualifying experience, divide your total number of months of qualifying experience by 12. Now, add the two percentages together. The sum of the percentages must equal at least 100%. (Only graduate education in excess of the first full year may be used in this calculation.) GS-9:
To be eligible at the GS-9 level, you must meet at least ONE of the following conditions, as defined below:
Specialized Experience, Education, OR a combination of Education and Experience. Specialized
Experience:
One full year of specialized experience equivalent to the GS-7 level. Specialized experience is defined as:
providing moderately complex management advisory and technical services on recurring human resources issues; applying standardized analytical and evaluation techniques; and interpreting regulatory material related to staffing and recruitment and at least one of the following areas:
position classification, employee relations and performance management, employee benefits, and human resources development. Examples of specialized experience include:
providing technical assistance to employees and management in a variety of staffing and recruitment services; generating vacancy announcements; processing personnel actions; reviewing position descriptions; assisting in administering guidance on pay and leave; employee benefits; retirement and other human resources areas. OR Education:
One of the following types of education in a closely related field (e.g., Human Resources, Public Administration, Business Administration) a Master's or equivalent graduate degree (such as an LL.B.); OR 2 full years of progressively higher level graduate education leading to such a degree. OR Combining Education and
Experience:
Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 1 full year. GS-11:
To be eligible at the GS-11 level, you must meet at least ONE of the following conditions, as defined below:
Specialized Experience, Education, OR a combination of Education and Experience. Specialized
Experience:
One full year of specialized experience equivalent to the GS-9 level. Specialized experience is defined as:
providing comprehensive management advisory and technical services; applying analytical and problem solving methods and techniques; and presenting findings or recommendations related to staffing and recruitment and at least one of the following areas:
recruitment and placement, position classification, employee relations and performance management, employee benefits, and human resources development. Examples of specialized experience include:
advising management on recruitment methods and strategies; generating vacancy announcements; issuing certificates of qualified candidates; processing personnel actions; applying classification principles to review position descriptions; administering guidance on pay and leave; providing advice regarding employee benefits and retirement and conducting research to solve complex human resources situations. OR Education:
One of the following types of education in a closely related field (e.g., Human Resources, Public Administration, Business Administration) a Ph.D. or equivalent doctorate degree; OR 3 full years of progressively higher level graduate education leading to such a degree. OR Combining Education and
Experience:
Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 2 full years. Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
