Serving as the Supervisor of the Payroll section within Fiscal Service. Supervising the operation of the Payroll section. Training payroll technicians and lead payroll technicians. Analyzing and interpreting the effects of transactions including writing/building reports. Serving as the technical employee compensation advisor to the Chief and Supervisory Budget Analyst of Fiscal Service and to top management at the Medical Center. Applying accounting concepts as they relate to the payroll function. Interpreting payroll policies, regulations, and public laws that pertain to federal employee pay scales to include General Schedule, Wage Grade, Nurses, Physicians and Dentists, and other special pay scales. Coordinating the interaction of the Payroll section with other organizational elements within the Medical Center, Austin Finance Center, and DFAS. Working with all levels of management to resolve payroll problems, including FEHB bills of collections, prior period corrected timecards, prior period premium pay, and prior period leave requests. Implementing payroll procedural changes. Analyzing results of internal and external audits and developing, implementing and following up on corrective actions plans. Preparing reports for submission to the Federal Employee Health Benefits insurance carriers. Work Schedule:

Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-8 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Applicants must be eligible under the VA Interchange Agreement, having served continuously for at least one year in the other merit system under this interchange agreement. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Examples of specialized experience include:
processing a full range of payroll actions in an automated system for employees appointed under different personnel systems; reviewing time and attendance reports in a diversified workforce covering a variety of appointment situations under various pay systems; amending or rejecting work that does not meet established standards; computing, coding, inputting complex pay adjustments; preparing out-of-system payments; providing advice and assistance on payroll matters, and auditing time keepers. Experience:

A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
