Overseeing daily operation of the Beneficiary Travel Department. Managing all travel requirements including consults for routine outpatient appointments; community transport of patient for care; local transportation contracts; budgetary requirements; and fund control points. Assuming overall responsibility of the Veterans Transportation Service (VTS) Program. Advising upper management and facility point-of-contacts of all workload and travel related matters. Ensuring workload is captured timely and accurately; minimizing impact on other programs or resources. Assuming delegated authority in the absence of the Chief of Ambulatory Care and Processing to make local and National decisions directly related to the Travel Manager's scope of work. Integrating program objectives and planning within facility operations as a whole to ensure goals and priorities are complementary and in congruence with overall National requirements. Tracking amounts spent and reviewing historical fund control point data for trends and patterns. Compiling and preparing accurate budget requirement requests, estimates, and narrative justifications for budgetary planning purposes. Maintaining an awareness of available resources and making recommendations to superiors regarding needs, distribution, or redistribution of these resources. Performing cost accounting on a day-to-day basis to track expenditures accurately within the beneficiary travel department. Providing guidance and technical direction necessary for accomplishing the work of the unit within the department. Managing, completing and reviewing statistical data and preparing special reports. Experience:
You must have one year of specialized experience equivalent to at least the next lower gradeGS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Overseeing various aspects of a travel department or the Veterans Transportation Service (VTS) program; managing consults; overseeing fund control points; tracking expenditures within beneficiary travel or a travel department; overseeing the transportation of patients; managing resources and contracts; developing and implementing training guides and procedures; protecting the health, safety, privacy, or best interest of the public, clients, staff, or others who may be at risk; developing short and long range goals to address needs in a professional institution; supervising or leading groups of employees; collecting, complying, and organizing information for workload; and responding to requests or resolving complaints from customers. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. This education must have been obtained in an accredited college or university. One year of full-time graduate education is considered to be the number of credit hours the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education as described above. . Combinations of successfully completed post Master's Degree education and experience may be used to meet total qualification requirements for the GS-9 level, and may be computed by first determining the your total qualifying experience as a percentage of the experience required for the grade level; then determine your education as a percentage of the education required for the grade level; and then add the two percentages. The total percentages must equal at least 100 percent to qualify for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify for positions at the GS-9 level. For example, the position to be filled is a Supervisory Program Specialist, GS-0301-11. You have 9 months of specialized experience equivalent to GS-9 and 2 1/2 years of creditable graduate level education. You meet 75 percent of the required experience and 50 percent of the required education, i.e., you have 1/2 year of graduate study beyond that required for GS-9. Therefore, you exceed the total requirement and are qualified for the position. You will be rated on the following Competencies for this position:
Ability to analyze and resolve a variety of conventional and complex budget management problems associated with budget management systems and programs. Knowledge of health care administration; delivery systems including inpatient and outpatient eligibility for patient travel; organizational theory and practices; and analytical methods. Ability to provide technical support to staff in all areas relative to eligibility for transportation. Customer Service Skills Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements:
The work of this position is mostly sedentary with some walking, bending, stopping, standing, and carrying of light items weighing approximately 5-10 pounds. May require travel within VA Northeast Ohio Healthcare System facilities and/or offsite for meetings and training.
