The Supervisory Health System Specialist, Group Practice Manager is responsible for supporting high quality, accessible, cost effective health care services and as noted below:
Providing oversight and administrative management of all ambulatory care services as it relates to access to care. Coordinating efforts to ensure patient concerns are received, evaluated, and addressed in a timely and effective manner by the appropriate subject matter experts. Serving as the supervisor for a unit engaged in clinic access and data analytics. Allocating all available resources to achieve optimal outcomes in access to care and the Veteran Experience. Providing administrative management for ambulatory care clinical support services to include interpreting policies, developing and implementing local policies, defining administrative requirements, and/or providing advice to executive leadership on related issues. Providing leadership and direction to promote the development and productivity of all employees supervised. Establishing and maintaining good relations with various groups and organizations. Measuring and assessing clinical business activities with an emphasis on improving clinical product line performance. Coordinating and aligning system performance measures and goals with system needs and specific requirements of national or VISN cooperative efforts. Reviewing and evaluating system-wide training plans to optimize local use. Work Schedule:

Education:
You must possess an undergraduate and graduate degree in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration (Transcripts must be submitted if you are using education to qualify). OR
Experience:
You must possess analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Experience:
Must possess at least one year of specialized experience equivalent to the GS-12 in the Federal service to qualify at the GS-13 level. Specialized experience is defined as experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the Supervisory Health System Specialist, and that is typically in or related to the work of the position. Examples of applicable experience include:
Conducting data analysis, studying and analyzing program specific-data, compiling final reports of evaluation efforts and noting discrepancies, planning initiatives for effecting actions and/or reaching established goals, and providing support for administrative and clinical operations. You will be rated on the following Competencies for this position:
Knowledge of clinic practice management training materials Knowledge of national administrative laws, policies, regulations and precedents applicable to the administration of public programs Knowledge of computer and data management packages and VA databases Knowledge of agency program goals and objectives, the sequences and timing of key program events and milestones, and methods of evaluating program events, milestones, and accomplishments Abilities to supervise others by setting priorities, assigning work, evaluating work subordinates and developing subordinates for increased responsibility and succession planning Skill to plan, organize and direct team study work to accept and implement recommendations Knowledge of Federal Government policies, regulations and trends in the areas of personnel, budgeting and management systems Knowledge of qualitative, quantitative, analytical, and evaluative methods for development and management of a major administrative program. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements:
Performance of the incumbent's duties may require extensive walking per day and trips to satellite outpatient clinics via station vehicle or privately owned vehicle. The work performed is of a precise nature requiring long periods of concentration that is often interrupted. The incumbent is often faced with changing priorities and meeting deadlines. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
